To be honest, by that time the participant is pso2 sales no longer a newbie, and the match pops a message when you hit level 70 that she has new customer orders for you.
I know what you mean however. Though I feel that is merely the manner PSO2 was created; it doesn't try to maintain player's hands in any way.
Take force for example. You unlock mix techs at level 70 but NOWHERE in the match does this tell you that. You need to go upstairs at the main reception and speak with an npc you have never had to previously talk to do a customer order to unlock them.
I can understand the matter. The game basically front heaps so much shit they expect one to read for a game I do not even know if I will enjoy or not.
My expertise had been such:"Oh phantasy star is outside on steam today I will check it out to see if I even care about it", do intro stuff for a few great gameplay. Game screeches to a halt and bombards me with textbox after text box and then the intro video, I must keep talking to people for much more text boxes. Then more tutorials I get by speaking to random NPC's round the gateway that I do not remember being directed into at the first place for things like the mag and these. Then I see literally every NPC has like 5+ orders which I don't even understand what is happening. So today I'm like 30-40 minutes in (probably more) after I even created my character and I haven't even done a single mission outside of that initial one.
This was on top of trying to work out how the menus are even layed out or function, so I just forgot shit. Shit I still don't know if I can reaccess the tutorials to get. At some point I simply stopped going through that"ease in" process they've you do since it was becoming so much to keep track of so fast when all I needed to do was see if I even like the game.
Like with your case of arks missions in the very start, I quickly forgot that even existed because of all of the other tutorials it silenced me with (IIRC the moment after you're made to open the arks assignment webpage it loads that movie about PSO2). I thought those popups for doing things was mechanically deposited somewhere until I moved back to look at the arks mission menu after. Not just that but there is so many things recorded there that I just never read through them all so even what it might direct you also were lost on me since I did not feel like keeping up with client orders/arks missions/tutorials/trying to play the buy Phantasy Star Online 2 Meseta game so early.
