Remember that 99 points in any field is equivalent to 13,034,431 points. I believe that the learning for the quest cape is just the same as 99's in general. It's even harder when you take into account the fact that most of the training takes place at lower levels. Compare it to training to 99 in f2p. It's much, much harder to get 13M xp without the benefits of things that open up at higher levels that member skillers so often take for granted.
You don't have to work hard to earn an hat for quests. You must complete the quests! Let's estimate the time. Every one of the 159 quests will take an average time of 1 hour when you're using a reference. For the quest preparation time, it's 10 minutes for each one. That's six weeks and five days.
