New Horizons isn't a terrible game, but it is a fraction of the quality that every other Animal Crossing game has been. Based on the total amount of content in every one of the updates up to now, it's going to require at least two more years of regular updates to catch up.
People are frustrated as you expect a game to be somewhat finished when it is released- they did not pay $60 to sign up for early access beta testing. They expect something at least comparable to the past installation.
